Project Officer HEALTH and NUTRITION
Under the close supervision of Project Officer (NOB), contributes to
programme planning, administration, implementation, monitoring and the
evaluation of project activities, including teamwork and capacity building.
Conditions
* Applicants must hold Georgian citizenship.
Terms of Employment
* Seven months FT contract (renewable) in accordance with the salary,
benefits and allowances of a NOA post applicable to all staff of the United
Nations system.
Starting Date
* June 2009
Major Duties & Responsibilities
* Plan, implements, co-ordinates, monitors and evaluates assigned
project activities. Analyzes and evaluates data to ensure achievements of
project objectives and/or recommends corrective action when necessary to
meet project objectives. Recommends the development and/or introduction of
new approaches, methods and practices in project implementation.
* Undertakes ongoing field visits to UNICEF project sites for the
participation in, or observation of project activities and local conditions.
Prepare routine reports on results of visits and project progress.
* Collects and assembles data and background information with regard
to projects and provides updated information on project financial and
administration status for analysis and report purposes. Analyzes project
status and recommends appropriate adjustments. Prepares tables, graphs or
other statistical data for technical review/monitoring purposes.
* Monitors the flow of supply and non-supply assistance to government
and other partners. Drafts supply and financial documentation. Collects and
records information on supply/non-supply inventory, distribution and
utilization.
* Investigates queries regarding authorization, delivery or payments
and follow up with Finance, Administrative, Supply and Programme staff on
processing of payments, advances to governments and other partners and
liquidation of accounts. Ensures that activities are in accordance with
plans of action.
* Communicates with counterparts on project details. Recommends
courses of action to the supervisor.
* Undertakes arrangements for visits to project sites for government
and other partners, which include providing information and briefing on
project activities and status.
* Drafts sections of donor, annual and other reports, as required by
APO-NOB.
* Assists government authorities and other partners in planning and
organizing tanning programmes. Identifies training needs and objectives for
the purpose of capacity building, programme sustainability as well as
promotion and advocacy.
Education
* University degree in Nutrition/Public Health Sciences, or a related
technical field.
Work Experience
* Two year professional work experience in project administration,
including data collection and analysis.
* Field experience in Nutrition and/or community based development
would be an asset.
Languages
* Fluency in English and another UN language required. Fluency in
Russian and Georgian will be a definite asset.
Competencies
* Analytical and conceptual ability; communications skills.
* Planning and monitoring skills; ability to organize work & projects.
* Ability to make timely and guality judgements and decisions.
* Computer skills, including internet navigation, and various office
applications.
* Commitment to continues learning for professional development.
* Ability to work in multi-cultural environment, and establish
harmonious and effective working relations both within and outside the
organization.
