    Are there any mass blackouts? Yes or No?


    Recently mass power blackouts have become frequent in Armenia. And
    according to our sources, the electricity is switched off not only in
    dwelling but also in governmental buildings. The company of `The
    electric networks of Armenia' was addressed for finding out the
    reasons of the problem.

    `There are no mass blackouts. In our company this problem is paid much
    attention to, all the blackouts are consistently inspected, and if any
    delays are registered, the employees bear the responsibility', - said
    Zhirayr Papazyan, the vice president of the electric networks of
    Armenia, the head of the department of regulation service to Aysor.am.

    He ensured that in substations of the company there are no technical
    problems. `If there are any accidents, we try to settle everything
    down, but no stir has ever been made'.

    `If any district has a blackout more than for 6 hours, this can make a
    stir',-said Zh. Papzyan.

    `According to the statistics, the blackouts have reduced in the
    Republic',-ensured Zh. Papazyan.

    Meanwhile Slavik sargsyan, the president of the social organization of
    `Pan-Armenian association of power engineering specialist' declared
    that the number of blackouts increase year by year.

    `The whole system is in a terrible state. There is not a single
    transformer in Armenia fully operating. The whole electric system is a
    monopoly', - said S. Sargsyan.

    As to him, the devices are not modern and the money got for the
    electric supply is not used for amortization.
    `The reason of the blackouts is the terrible technical state',
    -concluded S.Sargsyan.

    As registered in the site of the regulation commission of the Public
    Services, there are 331270 subscribers in Yerevan at present. In the
    first half of 2009 the average duration of a blackout is 178.6
    minute/subscriber and most of the blackouts 138.6 minute/subscriber
    (or 77.6 %) is because of the failure in the supply site.

    The numbers in Yerevan are twice more than those in regions.
