    VIVACELL-MTS IS DIVERSIFYING THE ROUTES CARRYING DATA TRAFFIC FOR ITS OWN HIGH-SPEED FIBER-OPTICAL BACKBONE NETWORK

    VivaCell-MTS, the subsidiary of "Mobile TeleSystems" OJSC, and GNC-Alfa
    CJSC today signed an agreement that will allow VivaCell-MTS diversify
    the routes for its own high-speed, fiber-optic backbone network. Under
    this contract, VivaCell-MTS will acquire the optical dark fibers in
    the northern segment of GNC-Alfa's fiber optic cable system to be laid
    in 2010 between Yerevan and Armenian-Georgian border under the second
    phase of implementation. Earlier on November 17th, VivaCell- MTS and
    GNC-Alfa signed an agreement that will allow VivaCell-MTS creating
    a national network and connecting to international network. In the
    south the GNC-Alfa's fiber optic network cable is interconnected to
    Iran's long-distance fiber-optic network providing further access to
    the worldwide telecommunications networks.

    The northern segment of GNC-Alfa's fiber optic cable will tap into
    international networks serving as an alternative route. It is expected
    to be carrying data traffic by early next year, linking Armenia
    and Eurasia through Georgia. Connected to international networks,
    VivaCell-MTS' national network will allow the Company to meet the
    demand for more bandwidth to handle explosive demand by VivaCell-MTS
    subscribers for broadband internet. The Company expects that between
    2010 and 2013, the number of customers using broadband Internet in
    Armenia will grow significantly.

    "The expansion of VivaCell-MTS' fiber-optical network, in addition to
    providing more capacity, aims to diversify routes of international
    data traffic. VivaCell-MTS' own fiber optical network will provide
    high-bandwidth access for Armenia. We are in the process of adapting
    to new realities in the mobile broadband market. Traffic is booming.

    Data volumes are going up very fast. From a subscriber's erspective,
    it will allow providing higher quality and reliable solutions," said
    VivaCell-MTS General Manager Ralph Yirikian. "So far VivaCell-MTS has
    increased the capacity for data transmission five times to cater for
    market ongoing growing demand on Internet usage, and will spare no
    efforts to continuously expand the capacity, and buying additional
    fiber from GNC-Alfa is yet another example about our long-term
    strategic planning and readiness for more," added Ralph Yirikian.
