Nabucco is a project, uniting interests of a number of European states
and being an alternative to the Russian monopoly on gas supplies,
said Alexander Rusetski, head of the South Caucasus Regional Security
Institute.
He noted that it is a fight for the Central Asian reserves and the
intention to provide the European economy with them.
"This is a competition with China and India. In this view, despite
serious problems, the Budapest summit played an important tactical role
in getting ties between the European countries closer and definite
steps to promote the project have, in fact, been fixed for the whole
year of 2009", noted Rusetski.
Speaking about any political or economic levers of pressure, Russia
has to resist this project, he mentioned the South and North flows.
"On the whole, this is an energy trap for the entire Central and
Eastern Europe. The European macroregion is already in this trap. The
energy dependence breeds political one, which scares the elites of
these states.
Russia also has other technologies of influence, including direct
aggression, occupation of the areas of neighbor states and August
events of 2008 prove what it is ready to do.
The August war started not in Georgia but in Turkey and the main
incident of this international armed conflict was a blast at the BTC
pipeline on the night of August 6, for which the Kurdish workers party
has taken the responsibility. Thus, the terror attacks are among the
most effective mechanisms, applied by Russia and its "allies".
The constructive resolution of this problem is possible in case talks
are initiated on the high level. This level must envision principally
new doctrine of the negotiation process. It can be presented as
follows in brief - "not diversification against monopolization,
and internationalization of energy geostrategical objects", said he.
As for the role of Turkey in stabilization of the situation in the
Caucasus, he said these are initiatives aimed at the security of
Turkey itseld.
"This country faced serious challenges in 2009. I want to repeat once
again that August 2008 started after the BTC blast in Turkey. The
incident was hugger-muggered as it was favorable for everyone".
According to the head of the institute, Turkey as Russia is the
South Caucasus state. The north-eastern regions of Turkey are
Caucasus. Therefore, he said, this country should take an open part in
all the peacekeeping processes in the Caucasus. It has been striving
for this opportunity for many years.
"On the other hand, it is clear that the Karabakh conflict is a part
of the Armenian-Turkish problem and the result of driving Armenians
out from their historical southern lands to the north. Therefore,
this problem cannot be settled without the full participation of
Turkey. This country is a conflict party and its non-participation
makes peacekeeping processes in the Caucasus incomplete.
Asked whether he believes in the soonest resolution of the Karabakh
conflict, considering the fact that Azerbaijani and Armenian leaders
recognized the meeting in Switzerland as productive, Rusetski noted:
"The Karabakh conflict has created a new stage of international
relations and we can hardly take pride in it. It will not be settled
until the smeary game on division of powers in the South Caucasus is
not completed between the big geopolitical actors and their poppet
ethnocratic regimes. The latter will disappear only in case basis of
pluralistic democracy are created instead of the majority democracy
in Azerbaijan and Georgia".
