    "It's not the first time that Armenian President Serzh Sargsyan
    says that he is accused of the return of "NKR" to Azerbaijan. In the
    reality he is being accused of the availability of an exact plan to
    transfer 5 regions to Azerbaijan", said independent analyst Armen
    Agayan during a press conference in Yerevan.

    "International experts have been speaking about it. Along with the
    transfer of 5 regions, the plan of the Armenian president includes
    possible change of Karvachar (Kelbajar) for Shaomyan after a referendum
    in "NKR". By the plan the Lachin corridor will remain Armenia's and
    Nagorno Karabakh independence will be recognized by Baku", announced
    the expert.

    He said interests of Yerevan and Baku are crossing in the issue of 5
    regions, but the sides still cannot agree about Kelbajar and 2 regions,
    adjacent to Karabakh.

    "Serzh Sargsyan's initiative is not supported either within Armenia or
    out of its bounds. The Armenian president is seriously inclined towards
    such a resolution of the Karabakh conflict but Azerbaijan and Turkey
    do not demand more than Serzh Sargsyan can offer", said Armen Agayan.

    He noted that today the "NKR" powers fully depend on official Yerevan,
    but there are many people in Karabakh that do not agree with Sargsyan's
    plan on the Karabakh conflict.

    "Nagorno Karabakh conflict cannot be settled by way of talks. This
    is impossible. There was a war which remained incomplete and though
    Armenia offers a peace agreement to Azerbaijan this will not satisfy
    the Azerbaijani side. Baku is ready to resume military actions
    but it now has doubts whether it will be able to win or no", noted
    Armen Agayan.
