    Feb 17, 2009

YEREVAN, February 17. /ARKA/. A primary health care program has been
launched in Yerevan in cooperation with the RA Ministry of Health and
the USAID Primary Healthcare Reform Project (PHCR) Murad Kirakosyan,
PHCR Medical Service Quality Advisor, reported that the improvement
of quality of medical services has always been among priorities.

"We realized the need for reforms at all the levels. This is actually
the first initiative showing a clear and comprehensive approach to
resolving the problem of quality of medical services," he said.

According to Kirakosyan, the project with no time or territorial
limits is the Government's strategy to be applied at all the primary
    health care clinics.

He pointed out that the program provides for mechanisms, quality
assessment and monitoring methods for all the medical institutions
    and medical personnel.

"This will help us reveal problems and elaborate ways of resolving
    them.

In the near future our population we wee positive results and
    higher-quality services," he said.

The expert reported that the availability of services, efficiency
of exchange of information, provision with equipment, and personnel
competence will be monitored. Among the assessment methods are self
control and management of cases at clinics. Kirakosyan said that
the first preparatory stage of the program is to be completed next

PHCR Chief of Party Richard Yoder reported that the project is being
implemented in a number of medical institutions. He pointed out that
five experts in quality assessment have been trained in Yerevan and

conditions for the implementation of the project are available
    in Armenia.

Armenian citizens do not have to cover a long distance to receive
    medical aid, he said.
