    RAILWAY TRANSPORT SECURITY CONCEPT IS TO BE DEVELOPED IN ARMENIA

    ArmInfo. The railway transport security concept should be developed
    in Armenia, Director General of "South Caucasus Railway" CJSC
    Shevket Shaydullin said today at the opening ceremony of the first
    scientific-technical Council of "South Caucasus Railway" CJSC.

    He also added assurance of security of the railway transport is
    one of the priorities of the present management of 'SCRW'. 'Taking
    into account the low labour discipline and low training level of the
    staff, this issue becomes more than important', S. Shaydullin said
    and emphasized that the importance of upgrading of the company's
    material and technical base which has been morally and physically
    obsolete. 'However, carrying out of investments is half the battle,
    while the right policy regarding the personnel is much more important',
    Shaydullin emphasized.

    Chief Revisor of SCRW Vyacheslav Kelperis told about the difficult
    situation in the company. He said the faults in the company in
    2005 numbered 152, while in 2008 it made up 312. The major part
    of defects is spoil (130 cases), coming-off the trains (6 cases),
    etc. Participants in the Council discussed the prime directions of
    the Company activity in 2009 on assurance of the railway transport
    security. The concession management of 'Armenian Railway' (ARW) is
    carried out by 'South Caucasus Railway' CJSC, a 100% subsidiary of
    'Russian Railways' OJSC. SCRW has accepted transfer of ownership of
    ARW's rolling stock since June 1, 2008 according to the Concession
    agreement of February 13, 2008, on transfer of 'Armenian Railway' SCJSC
    to the management for 30-year period with the right of prolongation
    for 20 years more by mutual consent of the parties.
