    USA, FRANCE AND RUSSIA CHANGE "RULES OF PLAY" ON SETTLEMENT OF ARMENIAN-AZERBAIJANI CONFLICT

    Baku, Fineko/abc.az. Presidents of Russia, USA and France within the
    frames of meeting of leaders of large "Group of Eight" (G8) in Akvilla
    (Italia) accepted the statement of settlement of Armenian-Azerbaijani
    Nagorno-Karabakh conflict.

    "We charge our mediators to produce to presidents of Azerbaijan and
    Armenia the renovated variant of Madrid document dated 29 November
    2007, containing the last offers of co-chairs of the OSCE Minsk Group
    on formulas of main principles of settlement.

    We call presidents of Azerbaijan and Armenia to eliminate several
    remaining disagreements between them and complete agreement of these
    main principles, which will make plan of universal settlement," the
    joint statement of the presidents of three countries, which preside
    at the OSCE Minsk Group, said.

    As expected, as early as in the middle of July, trilateral meeting of
    presidents of Russia, Armenia and Azerbaijan will take place in Moscow.

    The main principles of settlement reflect reasonable compromise,
    based on containing in the Helsinki Final Act principles of non-use
    of force, territorial integrity, equality of rights and right of the
    nations to manage their fates.

    The main principles, in particular, envisage return of territories
    around Nagorno-Karabakh under the control of Azerbaijan, intermediate
    status for

    Nagorno-Karabakh, providing guarantees of safety and self-government.

    Moreover, the principles intend to reserve the corridor, connecting
    Armenia with Nagorno-Karabakh, definition of future final legal
    status of Nagorno-Karabakh by means of populations' will, having
    compulsory legal power. The principles also envisage right of all
    displaced inwardly persons and refugees to return to places of their
    former residence and international guarantees of safety, including
    peacemaking operation.
