    The Special Investigative Service opened the ballot-box of the 8/03
    polling station of the Malatia-Sebastia district today.

    The box was already open, that is, it had been opened after being
    closed and stamped.

    All envelopes in the box were not stamped and there were one or two
    signatures instead of the three that were required.

    One of the envelopes had nothing written on it, but experts opened it
    and found out that they were the ballots of the "Country of Law" party.

    There were 1578 ballot stubs in the packet as registered, but there
    were also stubs that hadn't been used.

    The packet of unused ballots were really ripped ballots and it was
    impossible for the experts to count all of them.

    The Local Electoral Commission had registered 1578 used ballots, but
    the number of signatures in the register were more than the number
    of ballots. There were 1606 signatures in the register.

    It is worth mentioning that the experts counted 1526 envelopes in the
    packet of envelopes of which 30 were envelopes that were not similar
    to the fixed sample. The number of envelopes, ballots and signatures
    had to correspond, yet in reality there were 1496 envelopes, 1578
    ballots and 1606 signatures.

    After recounting the votes, the Prosperous Armenia party received
    three extra ballots, but there was one invalid ballot. The ARF lost
    1 ballot, two of the ANC's ballots were considered invalid, while
    the ballots of the remaining parties stayed the same (643 for the
    Republicans and 265 for "Country of Law").

    Let us remind that the RA Prosecutor General has assigned to instigate
    a criminal case for articles on ballot-box stuffing, assaults against
    journalists and observers at the Malatia-Sebastia district in the
    mass media.
