    "The case of A1+ Company will stay on the agenda of the CoE Ministers'
    Committee until the latter finds the decision of the European Court
    of Human Rights (ECtHR) upheld," says A1+'s representative Artak
    Zeynalyan.

    Unless the ECtHR decision is upheld the Committee will consider in
    its sessions all pending issues, including that of A1+.

    The Parliamentary Assembly of the Council of Europe has focused on A1+
    since 2002 but so far the issue hasn't been addressed.

    Asked whether the problem will eventually find a solution,
    Mr. Zeynalyan said: "Armenia shouldered the commitment when it was
    engaged in the Council of Europe. ECtHR decisions are mandatory. The
    implementation of the ECtHR decision implies that A1+ must be given
    broadcasting frequency. The ECtHR decision says that the aftermaths
    of a right violation should be eliminated. In this case, by saying
    aftermaths we mean that A1+ is illegally denied a broadcasting
    frequency."

    Artak Zeynalyan says every time RoA authorities say they have amended
    the legislation. "Every time A1+ bids for frequency packages, the
    Company is refused on the ground that the law is being changed. When
    they were breaching the law, the Convention demanded that the refusal
    be grounded. The breach was so vivid that we didn't refer to other
    violations of the Convention.

    "The convention is infringed and that's all," says Mr. Zeynalyan.
