PRIME MINISTER OF ARMENIA TIGRAN SARGSYAN WILL PARTICIPATE IN THE 23RD MEETING OF THE EURASEC INTERGOVERNMENTAL COUNCIL TODAY IN MOSCOW

ArmInfo. Today, the meeting of the EurAsEC Intergovernmental Council
and Supreme Body of the Customs Union starts its work in Moscow today
at the level of prime ministers. Armenia takes part in the meeting
as observer. The Armenian delegation is headed by Prime Minister of
Armenia Tigran Sarkisyan.
As ArmInfo special correspondent reports, the delegation comprises
David Sargsyan, Chief of the Governmental Staff, Tigran Davtyan,
Finance Minister, Armen Movsisyan, Minister of Energy and Natural
Resources, Shavarsh Kocharyan, Deputy Foreign Minister, Karine
Minasyan, member of Armenian Central Bank Board and others officials.
As expected, the tight meeting of the heads of delegations will be
held at 1:00 PM by local time, and the extended meeting - at 2:00
PM. Document signing is envisaged at 3:00 PM, and a working dinner
on behalf of the Russian Prime Minister Vladimir Putin will be held
at 4:00 PM. PM of Armenia will meet the Russian businessmen of the
Armenian origin in Armenia's Embassy in Moscow at 5:00 PM.
Meanwhile, as the Russian government press service reported, attention
at the meeting in the format of EURASEC (Russia, Belarus, Kazakhstan,
Kyrgyzstan, and Tajikistan) will be focused on stepping up collective
anti-crisis efforts in the trade and economic fields. n particular,
those present are to approve a plan for the implementation of
joint measures to overcome the consequences of the world financial
downturn' . A Treaty on the establishment of an Anti-Crisis Fund
(ACF), as well as an Agreement with the Eurasian Development Bank
on the management of ACF resources will be signed, with Armenia's
participation. It is supposed that the ACF will begin to function
later this year. Its resources will be used to grant sovereign loans
and stabilization credits to the member- countries, as well as to
finance interstate investment projects. Russia's share constitutes
the bulk of the authorized capital of the ACF - $7,500 million out of
$10,000 million. According to the press service, besides, the EurAsEC's
Center for High Technologies (CHT) is to begin its work in 2009. The
main goal of the CHT is to promote the development of scientific,
technical, and innovations-related activities. A Concept of CHT
Founding and CHT Regulations are also meant to be endorsed at the
EurAsEC Interstate Council meeting". It is also planned to consider
the EurAsEC's budget performance in 2008, as well as a draft budget
for 2010 and the Interstate Councils' draft Budgetary Message entitled
'On Budgetary Policy for 2010'. These documents provide for a rise
in the efficiency of budget allocations within the EurAsEC framework.
A number of documents are to be adopted and immediate tasks aimed
at establishing a Customs Union in the three-country format are to
be mapped out within the scope of the Supreme Body of the Customs
Union with the participation of Russia, Belarus, and Kazakhstan. The
documents to be adopted include an Agreement on a Procedure for the
Introduction and Application of Measures Concerning Foreign Trade in
Commodities, within a common customs territory with regard to third
countries, and an Agreement on Licensing Rules, the press service
said. The above-mentioned accords are called upon to strengthen
the legal regulatory framework of the Customs Union and create
the necessary conditions to bring it into operation on January 1,
2010. The Russian government press service pointed out that the
forthcoming events within the formats of EURASEC and the Customs Union
are expected to promote an acceleration of integrational processes
and step-up of joint efforts to minimize the negative impact of the
global downturn on the economies of the member-states.
