    Discussions about change of government in Armenia are gradually
    becoming widespread. The ruling party and the president affirm that
    people in Armenia have the right to form government. In addition,
    they warn that the government is not an end in itself but a way for
    the implementation of political programs. After the elections of the
    Yerevan Mayor, the opposition came to the conclusion that under the
    current regime, when you can not come to power by constitutional means,
    the only way to realize their political agenda is a change of power.

    But if you can not come to power by constitutional means, the only
    way is to overthrow the government.

    The calls to overthrow the government are criminally persecuted. But
    this is logical in the countries where fair and transparent elections
    are secured. Because in a country where even the lawyers dwell on the
    lack of an institution of elections, the constitutional requirement
    prohibiting appeals to overthrow the government becomes a shield
    ensuring the inviolability of the authorities.

    The fact that elections in our country may not bring about the
    formation of power, exemplified the statements and even the actions
    of the political forces. On June 1, the Armenian National Congress,
    in fact, acknowledged that it is not possible to change the power in
    the country by constitutional means. The ARF Dashnaktsutyun and the
    Heritage did not sign the final report of CEC and confirmed that the
    elections were not democratic.

    Moreover, the statements of representatives of these parties, voiced
    the thought that without the change of power, democracy in the country
    will never be established. The Prosperous Armenia chose another way -
    it did not stand up for the protection of democratic values but tried
    to defend its votes by force directly at the polling stations. In fact,
    the BHK has recognized that there is no other legal version to defend
    its votes.

    However, no political force in Armenia was initially determined to
    seize the power in the country. The Armenian National Congress is
    even accused that it had hoped to hold normal elections.

    Conversations on the fact that there is not other alternative to
    change the government but with the help of force are heard at every
    step. They say also that the ruling regime did simply not let people
    to vote - it does not let even its "non-supporters" to participate in
    making governmental, urgent decisions, thereby pushing people into
    a corner. And, from the corner, as you know, one may get out only
    with pressure.
