AZERBAIJAN FM: STATEMENT BY ARMENIAN FM IS SURPRISING AND CONTRADICTING TO INTERNATIONAL ACTS

"The return of internally displaced persons, who were expelled from
their lands in the result of the ethnic cleansing by Armenia, has
always been on the agenda of the negotiation process", said spokesman
for Azerbaijani Foreign Ministry Elkhan Polukhov, commenting on the
statement of Armenian FM Edward Nalbandyan that the return of refugees
to the occupied lands might be discussed only after the resolution
of the Karabakh conflict.
"Such statements by the high ranking Armenian official are surprising
for all negotiations on the resolution of the Karabakh conflict are
held for people suffering in the result of the aggressive actions
of the Armenian side to be able to return to the places of their
permanent residence and continue normal living", said Polukhov.
He said such statements by the Armenian Foreign Ministry completely
contradict to international legislative acts, including Helsinki act,
basic UN documents, Geneva convention "On protection of victims of
armed conflicts" and all other documents to protect human rights.
"Therefore, such statements of an educated man can cause nothing but
surprise. We believe the statement was just misinterpreted by the
Armenian mass medias like they usually do", concluded he.
