AGRICULTURE WITH IRRIGATION SYSTEM

NKR Government Session
Today, the NKR Government session under the Prime Minister Ara
Haroutyunyan's chairmanship has taken place.
By the first agenda issue the Executive affirmed sizes of dividents
subect to payment into the State Budget against net profit of
joint-stock companies having shares( being state property) equal to
more than 50 percent net profit.By the list, presented by the Vice
Prime Minister, Minister of Finance S.Tevosyan, 23 companies have
such obligations towards the state.
With regard to the previous year 173 mln 316.7 thousand drams might
be paid into the State Budget. Large dividends will be debited, in
particular, to "Artsakh HES", "Water Industry", "Polyclinic after
Armine Pakumyan" companies. S.Tevosyan noted that in 2008, a number
of companies functioning under the state control worked at a loss,
which is doubtful and must become an issue of special observation.
At the session, the Executive proposed changes and additions into the
NKR laws "On Trade and Services", "On Licensing", "On State Due",
which have an aim to regulate separate economic legal relations in
the present conditions. One more law project will be submitted by
the Government to the discussion of the NKR NA, in conformity with
which and addition is proposed in the law "On Local Self-Governing".
The Executive resolved to consider the NKR Economic Development
Ministry an authorized body for state control over the food stuff
security. By the demand of the corresponding law supervision over
separate resolution points are retained to the Ministry of Healthcare.
At the session, the Government affirmed the national programme on the
NKR civil aviation safety and adopted a number of decrees proceeding
from that. With the aim of providing the start of air flights in the
NKR an interdepartmental commission on safety issues with the Minister
of Economic Development at the head was set up. The legislation of
the commission was affirmed.
At the session, the strategy of invalids' social security in 2009-2015
met with the Government's approval. An aim was set to integrate
disabled persons into the society and provide their full-value
participation in all spheres of the life. The strategy includes
healthcare, social and psychological rehabilitation, general education,
transport, communication, employment, development of human resources
and other spheres.
The Executive adopted separate decrees with regard to social sphere
as well, mainly of editorial nature. One of them was concerning the
Government Decree 724 dated 2007 "On Defining Marriage Benefit to
Newly Founded Families". According to new additions and changes, those
just married can get use of marriage benefit as well, if one out of
the pair registered in CRO (Civilian Registry Office) is a citizen of
the RA, who is on a military service in the Defence Army of the NKR,
and the other is a citizen of the NKR or has a permanent registration.
The Government affirmed the order of an obligatory preliminary (when
giving an employment) and periodic medical examination, as well as for
personal sanitary (medical-record book), the list of persons subject
to medical examination, forms of a person's job temporary disallow. At
the same time spheres of activity, where people have to pass obligatory
medical examination its volume and frequency were defined as well.
The Government adopted a whole series of decrees regulating the
activity of the healthcare sphere as well, concerning the order of
narcotic and psychotropic preparations maintenance and realization.
At the session accountings of the ministries and government adjunct
bodies for 2008 were continued. The Prime Minister recommended
the representatives of the executive authorities to get use of the
opportunities rendered by the RA state-governing bodies in the best
way, especially, in the questions of professional assistance.
At the session, the Government had approved the order of registration
of persons conducted administrative violations. It is envisaged to
create a centralized register file.
The Executive affirmed a programme for correction of omissions revealed
in cadastre mapping works conducted in 2000-2004. By now the cadastre
mapping of the communities were performed by not justified community
borders, which brought to boundary frictions.
By the last agenda issue the Government had affirmed the programme
of the NKR irrigation system development. Attaching importance to
the document and anticipating the urgency of arrangements the Prime
Minister A.Haroutyunyan announced that all irrigation programmers
foreseen for the current and forthcoming year will be realized
irrespective of financial and technical state. By restoration and
development of the irrigation system great spur for agricultural rise
will be provided. First the existent irrigation means must be restored
then passing to new water storage ponds will be constructed. Already
by the end of 2010 it is anticipated to have 10 thousand hectares of
irrigable land areas.
The Head of the Government considered the fact that at present having
great agricultural potential the major part of consumed foodstuff is
imported, is unacceptable "We have a favorable market for realization
of agricultural products, it is necessary to explain it to people and
appeal them to fruitful agricultural activity," A.Haroutyunyan noted.
