    and implemented action of Azerbaijani special services but not the will
    of the war prisoner, the head of the Working Group of Armenian State
    Commission on captives, hostages and missing issues, Armen Kaprielyan,
    said when commenting on transition of the Armenian captive soldier
    Paruyr Simonyan to the third country.

    'The Azerbaijanis arranged the result which they were eager to reach
    since May 2008: they think they gave a worthy reply to the noisy case
    of Mamedov. I predicted such development of events from the very
    beginning. But we shall never stand such fibs and propaganda which any
    publications and statements regarding Paruyr Simonyan are full with...
    I have always said and repeat now that Azerbaijanis have no equal in
    the art of cramming, misinforming and anti-Armenian propaganda. All
    these allegations, publications, press conferences are nothing but very
    familiar well-prepared and primitive texts whose authors are, of
    course, Azerbaijani special services. We are aware of the mess Samir
    Mamedov's case aroused in the Azerbaijani public. It was of a vital
    importance for the Azerbaijani services to calm down the public and to
    distract the attention of their compatriots from the numerous cases of
    desertion by their soldiers. We are well aware of the outrage in the
    Azerbaijani army. Many in Azerbaijan are aware of this as well. If the
    Azerbaijani authorities are so humane, why do they sentence those who
    return to Azerbaijan from hostage to long years of imprisonment?', he
    said.

    'As regards the transfer of the Armenian hostage to the third country,
    Simonyan has a right to decide his destiny in compliance with the
    International Humanitarian Law and the International of Human Rights
    Law. This issue requires different approach. We are well aware that we
    deal with the planned and fulfilled action by the Azerbaijani special
    services and not a voluntary will expression by a hostage. They in
    Armenia understand this, I think, and this will also become clear to
    many Azerbaijanis later', A. Kaprielyan said.
