The NKR Prime Minister Ara Haroutyunyan visited the communities of
Karahunj, Kert, Sos and Majkalashen of Martouni region. The reason was
the community heads' accounts on works implemented in 2008. Taking
advantage of the given opportunity the inhabitants of the district
directed various questions to the Head of the Government.
The main occupations of Martouni region's Karahunj, Kert, Sos and
Majkalashen villages (Martouni region) of great agricultural importance
are vine-growing, cultivation of grain plants and cattle-breeding. The
villages neighbouring each other have almost the same problems. In
2008, Majkalashen was gasificated, the process of providing the
community of Sos with gas is approaching to its completion. In Kert
the problem will be settled this year. During all the meetings the
Prime Minister Ara Haroutyunyan expressed his regret towards the fact,
that inspite of the state programmes directed to the development of
agriculture, the major part of lands is not being cultivated to the
maximum, the low index of crop yield testifies that agricultural
arrangements are not organized according to the required rules.
The villagers do not even produce sufficient vegetable for themselves.
Unfortunately, the vineyards damaged by frostbite and hail do not
secure heavy crop in 2009. Everywhere the inhabitants raised the
question of compensation of losses. On the whole, 500 hectares of
vineyards and 3-4 tons of crops were damaged by the disaster, which
by calculations forms a large sum. The Head of the Government noted
that some privileges will be provided, the Government will give an
opportunity to recoup the losses by work.
In order not to have problems in crop realization, to get money in
time and to avoid fuss and trouble the Prime Minister advised the
land users to conclude an agreement with procurement agencies. The
posts of a veterinary and an agriculturist anticipated by the State
Budget 2009 are an important condition for progress.
The school of Sos (having 160 pupils), which has celebrated its 100th
anniversary this year is accident-risky, it has no gymnasium. The
community has no culture house. Certainly, the communities of Kert
and Majkalashen have the problem of club restoration as well. The
Prime Minister stated that these issues will be settled step by step
during the forthcoming years.
There is no telephone connection in Majkalashen, the TV programmes
of Artsakh and Armenia are broadcasted with interruptions. In order
not to pass a long way and not to apply to the resellers it was
suggested having a sale point of chemical toxins in the district. The
Prime Minister promised to examine the issue. At all the meetings
Ara Haroutyunyan emphasized that the Government will continue the
programmes of state support directed to the development of agriculture,
in the course of time the global problems will be realized according
to their urgency, the internal issues of the community, however,
should be settled by itself.
