The solution to begin the official start of cooperation programme
between the NKR and the RA regions from Shiraki province was not
casual; it was by the NKR Prime Minister A.Haroutyunyan's proposal,
reasoning from the results of already built up relations and
collaboration between Artsakh, in particular, its Askeran region and
the RA Shiraki province. In November 2008, the delegation of Gyumri
Pedagogical Institute was just on a visit in Karabakh for the first
time, and only two months ago Gyumri received the NKR delegation of
educational sphere.
Yesterday, during the meeting the Rector of Gyumri Pedagogical
Institute V.Grigoryan announced that there is already an agreement
connected with the programme of students' exchange and soon students
from Gyumri will have a chance to continue their studies for some
time in the NKR. On his behalf the NKR Prime Minister proposed the
leadership of the pedagogical institute to send all eager senior
students in Artsakh during the summer.
Speaking on his first visit to Gyumri, the Prime Minister
A.Haroutyunyan had first of all expressed gratitude to the RA
Government for giving an opportunity to such cooperation between the
two republics.
"In case we want to know our country and to have it as a developing
one, then organization of such meetings is of great importance. Once,
Shoushi and Gyumri were historical, cultural and educational great
centers. Both these cities have all prerequisites to be such great
centers in future too. We shall move different government structures
and services in Shoushi, in order to make it the second capital of
Artsakh. I think that Gyumri needs to have such opportunities as
well. In a very short period of time I had made certain that Gyumri
really has a potential of becoming the second capital, for which great
programmes and investments are not needed, but only implementation
of proper state policy. These mutual visits may, certainly, give no
economic results but getting familiarized with each other we shall
create all those prerequisites, which will allow having a country
with developing and prospering life," the Prime Minister noted.
At the end of the meeting V.Grigoryan, the Rector of the Gyumri State
Pedagogical Institute after M. Nalbandyan, conferred A. Haroutyunyan
with the title of honorary professor and awarded with golden medal.
In the evening, a joint concert of ensembles from Karabakh and Shiraki
province took place in the state dramatic theatre after V.Adjemyan.
