Chief of Foreign Relations Department of Azerbaijan's presidential
administration Novruz Mamedov accused the co-chairs of the OSCE
Minsk Group pg the dissemination of false information about alleged
progress in the negotiation process on the Karabakh settlement in
favor of Armenia.
"At the talks in Prague, there was no progress, the Armenian side
has remained at its previous position".
According to Interfax-Azerbaijan, Novruz Mamedov noted that after
that the President of Azerbaijan did not participate in a briefing
organized there.
"How is it possible that the co-chairs then consulted with the Armenian
president and issued a statement related to their interests. What
does this mean? This was a false message to the world. That is, the
mediators calmly state that negotiations are continuing, there are
no grounds to worry, and work is being held in the right direction",
noted N. Mamedov.
According to him, the purpose of this is "on the one hand to soothe
the international community and put him in the dust of the eye, but
on the other hand - to present Armenia as a constructive country,
ready to continue negotiations".
"This makes us ponder over what is behind this concern, love and
support (of these countries towards Armenia)", said N. Mamedov.
According to him, such an attitude of the the co-chairmen does not
serve to the common goal set.
"They do not have any principles in the settlement of the conflict,
apart from the position that "you can decide, and we will support
it". Therefore, we want justice to win in this world . Justice should
be the first factor in shaping the world today. This equity is further
required by the leading nations of the world. Because that is the
way they will prolong their own lives", said N. Mamedov.
He believes that brokers are still not even clear at what stage is the
settlement process, and often contribute to prolong the negotiations.
"Is it possible to resolve the issue, delaying the negotiations? It
turns out that the Armenian side is periodically disavowing their words
and promises. At first, it agrees, and then in three to five months in
order to gain time or save their place in the power or influence public
opinion within their own country disavows its previous agreements. But
the nature of the negotiations is different. Negotiations proceed
only on attaching the autonomous status Karabakh within Azerbaijan's
territorial integrity.
The co-chairs should have a specific position on the changeability
of the Armenian position", the representative of the presidential
administration.
"I think that the principles of the co-chairs have a disadvantage. The
co-chairs, as intermediaries, are the arbitrators, judges, who must be
guided by international law. They should speak with a certain position
and give their instructions under the international law. After that
the world community, the OSCE, the UN and its Security Council should
make a stand. But so far, unfortunately, we just do not not see any
fairness in their positions", noted he.
Commenting on the possibility of meeting of Presidents of the OSCE
Minsk Group (United States, France and Russia) co-chairs and the
leaders of Azerbaijan and Armenia in Saint Petersburg in June,
N. Mamedov noted that responsibility of the superpowers are great
today.
"Big states are, in fact, responsible for all significant events in
the world. They need to demonstrate a fair and principled position
on the major and minor issues. Otherwise, this could have negative
consequences for these states.
Nothing is eternal in this world. No major empire or superpower
is eternal, it can be seen in the history of the last two thousand
years. And if the three presidents of the co-chairs meet and speak
with a specific position on the resolution of the conflict, it would
be ideal. Let's hope so", said N. Mamedov.
He mentioned the possibility of achieving progress in the talks in
St. Petersburg.
