DOCUMENT ON ESTABLISHMENT OF ARMENIAN-TURKISH RELATIONS PREPARED IN 1992 TOO: VAHAN PAPAZYAN

The issue of establishing Armenian-Turkish relations has existed
in Armenia's foreign policy since the first years of Armenia's
independence. Even in 1992, a document on establishment of
Armenian-Turkish relations was prepared, ex-foreign minister of the
Republic of Armenia Vahan Papazyan stated at a press conference today.
Stating it wouldn't be a bad idea if today's state officials published
the 1992 document, Papazyan said that, in essence, the document
they prepared differs from today's Armenian-Turkish Protocols. In
particular, according to him, there was no mention about borders in
the 1992 document.
Continuing, he blamed the second president of the Republic of
Armenia, Robert Kocharian: after Kocharian's coming to power, the
issue of Armenian Genocide recognition, which was absent during Levon
Ter-Petrossian's presidency, formed a part of Armenia's foreign policy
agenda. According to Papazyan, the result of bringing the Armenian
Genocide recognition issue into Armenia's foreign policy agenda is
that the clause on creating a commission of historians was included
in today's protocols.
By the way, referring to the mentioned commission, Papazyan said we
will not be able to prove the historical truth in that commission,
since "the rich are the winners in an auction." That is to say,
according to Papazyan, Turkey will bribe all the specialists in the
commission, Armenians included.
