    Although Chairman of the Nagorno-Karabakh National Assembly Ashot
    Ghulyan doesn't see the term "Nagorno-Karabakh" in the Turkey-Armenia
    protocols, he is still concerned that the protocols may have an impact
    on the Nagorno-Karabakh conflict.

    "I think that we must move forward based on international rules,"
    said Ghulyan to "A1+".

    If Turkey makes an attempt to involve Nagorno-Karabakh in the
    relations, it will deal with two different subjects, that is, Turkey
    on one side and Azerbaijan on the other.

    "No matter how much Turkey and Azerbaijan claim that they are two
    states but one nation, I don't think that Turkish-Azerbaijani ties
    are at the level to allow finding a unified and beneficial solution."

    Touching upon the statements made by Turkish high-ranking officials
    according to which the Turkish-Armenian border will not be opened
    as long as there is no resolution of the Nagorno-Karabakh conflict,
    Mr. Ghulyan said:

    "Turkish officials declare what they want to see in reality. Of
    course, that impedes the development of Turkish-Armenian relations,
    but we must take into account the fact that that is the working style
    of Turkey's negotiations."

    Ashot Ghulyan sees no danger for the Nagorno-Karabakh Republic in
    the case of the Turkish-Armenian border opening. "The opening of the
    current border implies that there will be a border regime, just like
    the regime with other bordering countries. Those issues will be solved
    by legislative acts."

    The Chairman of the NKR National Assembly assures that the
    Nagorno-Karabakh conflict cannot be resolved as part of other
    countries' relations or be accepted as a precondition. "The sooner
    Azerbaijan realizes that it must negotiate with the NKR, the sooner the
    Nagorno-Karabakh conflict will be resolved." Mr. Ghulyan is certain
    that there cannot be any progress in the Sargsyan-Aliev meetings as
    long as Nagorno-Karabakh is not at the table of negotiations.
