NO LINK BETWEEN ARMENIAN-TURKISH NEGOTIATIONS AND NAGORNO-KARABAKH ISSUE: DAVID PHILLIPS

David L. Phillips, a senior fellow at the US-based Atlantic Council,
was asked by a journalist from Turkish daily Today's Zaman whether
Nagorno-Karabakh issue has the potential to block the rapprochement
between Armenia and Turkey.
"Through the Minsk Process, efforts will intensify to reach an accord
that returns most of the war-affected territories to Azerbaijan. But
there is no link in the current agreement on normalization and
recognition between Armenia and Turkey and the territories in
Azerbaijan. My own view is that normalization and recognition between
Turkey and Armenia will provide a big boost to the negotiations on
Nagorno-Karabakh," he said.
