of Armenia, the NKR and the Diaspora and their involvement in the
resolution of national problems and the strengthening and development
of independent Armenian statehood,
underlining the importance of the problems of further development of
Armenian juridical thought in line with international standards,
we, the participants of the FIRST PAN-ARMENIAN FORUM OF LAWYERS
organized in Yerevan, the capital city of Armenia, on September 19-21,
STATE that
the reports made during the FORUM, their discussions and an exchange
of ideas proved once again the necessity of cooperation of Armenian
lawyers of the RA, NKR and the Diaspora for the development of
Armenian juridical thought, the establishment of constitutionality, the

preserving the monuments of Armenian juridical thought as part of
universal values;
we attach importance to the use of the potential of numerous Armenian
lawyers, who, due to historical circumstances, live and work in
foreign states, for the resolution of national problems such as the
peaceful and fair settlement of the Karabakh problem, the international
recognition of the Armenian Genocide, the provision of legal help to
ethnic Armenian minorities in other states, the legal protection and
legal registration of property of the Armenians and the historical
and cultural heritage in the Diaspora, and to the strengthening and
improvement of the legal system of the RA;
we create an ALL-ARMENIAN ASSOCIATION OF LAWYERS;
we join this structure, which is open to all Armenian lawyers willing
to cooperate with it.
At the same time we call on all the Armenian communities that do
not have a union or committee of Armenian lawyers to set up such a
structure in the future.
We appeal to the governments of the RA and the NKR, the RA Ministries
of Foreign Affairs, Diaspora, and Justice, to all Armenian juridical
unions to assist the newly-established ALL-ARMENIAN ASSOCIATION
OF LAWYERS, which will contribute to the development of Armenian
jurisprudence through the consolidation of all-Armenian juridical
potential and cooperation, the unification of scientific and creative
thought in the field of law in the RA, the NKR and the Diaspora around
national ideas, encouraging the participation of representatives of
state, private organizations and NGOs of the field in the activities
of the newly-created structure and the professional network to be
established.
We, the participants of the FIRST PAN-ARMENIAN FORUM OF LAWYERS
held in Yerevan on September 19-21, express our willingness with
this statement to assist with the solution of the legal problems of
