PREMATURE RETURN OF REFUGEES CAN PROVOKE NEW OUTBREAKS OF CONFLICT

/PanARMENIAN.Net/ Coordinated and well-tested document is the most
reliable safety guarantee to NKR, RA President Serzh Sargsyan said
in an interview with Vesti TV channel. "The document should contain
clear formulations so that neither of parties: Armenia, Azerbaijan or
NKT should have any reasons to refuse from future actions or escalate
the conflict," RA President stated.
Focusing on recent developments in NKR conflict settlement process,
RA President mentioned the joint statement of RA, US and French
Presidents and publication of "Madrid principles". " Madrid principles
stipulate for referendum to determine the final status of NKR, return
of "security zone" territories, not included in Nagorno Karabakh
Autonomous region, under Azerbaijan's control and normalization of
relations," RA President noted.
"Currently, negotiations are conducted at presidential and ministerial
level. Recently RF president joined the talks and the fist point of
principles was coordinated with his help. Presidents of Co-Chaining
states suggested to put the revised version of Madrid principles to
discussion," Serzh Sargsyan said.
When questioned about the return of Azeri refugees to NKR and
possibility of participation in referendum, RA President stated that
Azeri refugees have a perfect right to return to their native land,
still they have better do it upon final determination of NKR status,
as premature return of refugees can provoke new outbreaks of conflict.
