ArmInfo. European Union is the initiator of the status-quo preservation
in the conflict regions of the South Caucasus, Director of the Caucasus
Studies Department of the Caucasus Institute, historian and political
expert Sergey Minasyan told ArmInfo.
'This circumstance is explained by the fact that persistence and
footdragging in implementation of its policy and, especially,
the foreign policy, is peculiar to any bureaucratic structures and
organizations, while EU is such. Second, EU leadership has a precise
'value' priorities and limitations regarding the format of conflict
settlement in the South Caucasus, that is, non-admission of military
escalation and resumption of military actions', he emphasized.
'Another important priority of EU policy in the South Caucasus is a
stake on activation of the regional cooperation, opening of borders and
establishment of communications, that also contributes to preservation
of the developed status-quo in the regional conflicts'.
