ARMENTEL AND FIBERNET DOMINATE ARMENIA'S WHOLESALE INTERNET MARKET

Communications Telecommunication companies are recognized by the RA
Commission on Protection of Economic Competition (CPEC)dominant in
the Armenian market of access to the global Internet.
According to CPEC ArmenTel provides 53.9 per cent of traffic, the
remaining 46.1 per cent is provided by FiberNet Communications.
David Sandukhchyan, head of ArmenTel's legal services told a with
PanARMENIAN.Net reporter, expressed his indignation with uncoordinated
activities of the two state institutions. According to him, the RA
Public Services regulating Commission (PSRC) and CPEC make decisions
on the same subject, guided by different criteria, and therefore,
handed down two different solutions.
According to David Sandukhchyan, previously to determine a dominant
position in this segment of the market PSRC established the criterion
according to which the dominant operator is the one who owns at least
a third of the total market of data (in Mbit/per second).
In this regard, he noted that in this area legislative amendments are
necessary. "It's no secret that ArmenTel holds a leading position in
the Internet market of the country, but now we don't know in which
part we dominate." David Sandukhchyan also added that uncertainty in
the work of state institutions hinder investments and business.
