Probability of War Not That Great: Kiro Manoyan

The probability of a war between Armenia and Azerbaijan is not that
great at the moment, head of Armenian Revolutionary Federation (ARF)
Hay Dat (`Armenian Cause') and Political Affairs Bureau Kiro Manoyan
said at a press conference today.
In his words, Azerbaijan will unleash a war in two cases - when it
makes sure that it will win, which is not the case now, or when it
will see that the Azerbajani interests are not taken into account in
Armenia-Turkey relations.
Manoyan mentioned that, in fact, none of these two factors exists
today. At the same time, he thinks that a war can be unleashed when
the Armenia-Turkey Protocols are ratified or when Azerbaijan will want
to change the situation by minor military steps which is also less
probable.
According to Manoyan, if war breaks out, it will be Azerbaijan who
initiated it.
In Manoyan's words, there can be no positive shifts over the
Nagorno-Karabakh (NKR) conflict in the near future only because
Azerbaijan is against NKR's independence. In turn, Armenia and
Karabakh will not agree with Baku's approach.
