    FSPC CALLS ON DIASPORA TO INITIATE NKR RECOGNITION PROCESS

    Yerevan (Yerkir) - Nagorno-Karabakh Republic's Foreign Security and
    Policy Council (FSPC) has called on the Armenian Diaspora to initiate
    the process of international recognition of the Armenian Genocide.

    In its message addressed to the three traditional Armenian Parties
    and lobby groups of the Armenian Diaspora particularly says: "In
    April 2009, the Armenian-Turkish dialogue became public, we faced new
    challenges. The Armenian-Turkish talks, and the signing of the two
    protocols caused heated debate throughout the Armenian world. Turkey
    continues its attempts to link the ratification of the protocols
    by the Turkish Parliament to Armenians' territorial concessions to
    Azerbaijan, which has caused additional tension in the Caucasus.

    "The Western society, supported by the Armenian Diasporan
    organizations, has intensified the process of international recognition
    of the Armenian Genocide as a means of pressuring the Turkish leaders,
    who refuse to honor their commitments in the Armenian-Turkish
    reconciliation process.

    "In response to the pressure, the representatives of the Turkish
    political Establishment warned about a threat to regional stability.

    Considering the militaristic plans of Azerbaijan, Turkey's closest
    ally, we can hardly have any doubts about where the stability might
    be undermined. This being so, the problem of consolidating the NKR's
    security has become even more topical for a new genocide, in Eastern
    Armenia, to be prevented.

    "The NKR Foreign Security and Policy Council believes that in their
    activities the Armenian Diasporan organizations have give the issue
    of international recognition of the Republic of Artsakh as high a
    priority as to such an important national problem as the recognition
    of the Armenian Genocide."

    FSPC Chairman Masis Mailyan stated that the recent precedents in the
    Balkans and in the Caucasus prove recognition to be a real mechanism
    of consolidating security and maintaining stability in conflict zones,
    which does not require huge funds.

    The ESPC member, member of the NKR Parliament Gegham Baghdasaryan
    pointed out that the Armenian Diaspora gained a wide experience
    after decades of work aimed at the international recognition of the
    Armenian Genocide. It is now time to make use of this experience for
    the consolidation of victories in Artsakh within international law.

    According to the ESPC, the recognition of Artsakh even by regional
    or local government bodies in individual countries will fill the
    NKR Armenians with enthusiasm and prove to be a serious moral and
    institutional support for them.
