ALBERT BAGHDASARYAN: IT IS NECESSARY TO IMPLEMENT NEW CONSTITUTIONAL REFORMS IN ARMENIA

Ex-member of Karabakh Committee Albert Baghdasaryan said that it is
necessary to implement new constitutional reforms in Armenia. The
current Constitution creates a legislative basis for the existing
authoritarian regime in the country, Baghdasaryan noted during a
sitting of the commission on state and legal issues of the national
parliament, which is in process of formation at the initiative of
Sardarapat movement.
According to Baghdasaryan, elections will continue being falsified in
Armenia, unless a fair judicial system is established in the country.
"The judicial system should be withdrawn from the RA President's
jurisdiction to make it independent and fair," he said. Meanwhile,
Baghdasaryan excluded riots and revolutions for the problem
resolution. According to him, all political forces, which agree with
the necessity of constitutional reforms, should unite around this idea.
Baghdasayan noted that the united political forces should take active
participation in the upcoming parliamentary elections to consolidate
their potential.
"But the parliamentary elections will serve as a springboard for our
further struggle during the presidential elections. In other words,
we should focus on the presidential elections," the ex-member of
Karabakh committee noted.
To avoid possible falsifications during the presidential elections,
the united political forces should achieve de-facto change of power
in the country before the voting, as it happened in 1990-s.
"As soon as we come to power, we will establish a provisional
government for a two-year term. This administration will resign upon
completion of the two-year term. But prior to it, the provisional
government should implement the aforementioned constitutional reforms
within the first six months, conduct parliamentary elections within
the next six months and introduce amendments to the RA Election Code.
After it, the provisional government will hold elections to local
self-government bodies within the first six months of the second year
and will resign during the second half of it, and new presidential
elections will be called," concluded Albert Baghdasaryan.
