KIRO MANOYAN: THE RULING OF THE ICJ ABOUT KOSOVO IS A GOOD OPPORTUNITY TO SHOW THE INTERNATIONAL COMMUNITY THAT THE RECOGNITION OF THE NKR IS NOT AGAINST THE INTERNATIONAL RIGHT

YEREVAN, JULY 28, ARMENPRESS: The ruling of the International Court of
Justice about Kosovo is a good opportunity to show the international
community that the recognition of the Nagorno Karabakh Republic is not
against the international right, head of the ARF Armenian Cause and
political affairs office Kiro Manoyan said today at a news conference,
adding that the ruling of the court does not only refer to Kosovo.
"It is a good reason to be active and calm down the international
community so that they do think that by recognizing the independence
of the NKR they will make a step against international right,"
Kiro Manoyan said. According to him, it is necessary to every time
remind the international political circles that Artsakh has declared
its independence when it was outside of the authority of the Soviet
Azerbaijan and it was done on the basis of soviet laws.
"It is necessary to again remind the world the basics of the Artsakh's
independence. In this case the Artsakh's voice must reach not only
Yerevan but farther. The statements made from Artsakh are not enough:
it is necessary to focus the attention of international mass media
on Karabakh and I hope it is not late yet to undertake steps in that
direction," he said.
Referring to the issue on recognition of the NKR Independence by
Armenia, Kiro Manoyan said that it is not right to say that Armenia
has not recognized the NKR's independence, on the other hand it is not
right to say that it has de jure recognized it. "Armenia recognized
a bit more from de facto as we have inter-state agreements. The
recognition by Armenia will make it easier for other states to do it,"
Kiro Manoyan said.
According to him, Azerbaijan is afraid of taking the issue to the
legal field as it is useless for it.
"Azerbaijan has no legal basis to declare Karabakh a part of its
territory: Karabakh has never been part of independent Azerbaijan: with
the laws of the USSR it came out from Azerbaijan. Knowing all this,
Azerbaijan is trying to withdraw the NK conflict settlement process
from the circles of the OSCE and move it to other instances which do
not have authorities to settle such issues," Kiro Manoyan concluded.
