MATEO MARTELI: "PEOPLE'S DIPLOMACY" PATH IS ONE OF THE EFFECTIVE WAYS FOR SOLUTION OF CONFLICTS

the so-called "people's diplomacy" path of solution of conflicts as
well as prospects of solution of the conflicts existing in Caucasus
with the head of the "Associazione Nazionale Dirigenti Scolastici",
specialist in international relations Mateo Marteli.
- Mr. Marteli, what prospects do you see for the settlement of the
conflicts existing in Caucasus?
- In Caucasus there is a bucket of conflicts each of which taken
separately presents a difficulty. It refers not only to the
Armenian-Azerbaijani conflict, but in general to Caucasus. In my
opinion, the best variant of the settlement of the conflicts is the
dialogue between the parties, that is to say the parties must by all
means negotiate with each other and it may be done starting with the
educational and youth spheres.
- And if certain counties do not display political will on the
political platform for the settlement of the conflicts, in this case
can the youth solve the existing issues on its own?
- My main hypothesis is that the young people must contact with each
other as they are tomorrow's political figures and decision makers,
thus today it is necessary to develop among them such knowledge and
skills that will allow them to solve the issues peacefully through
contacts and dialogue. In Caucasus too such rules of game may function.
- In your opinion, can the way the Kosovo issue was solved become a
precedent for the settlement of the Caucasian conflicts?
- I think that the big states will not encourage the same way of the
solution of the issues in Caucasus like it was done in case of Kosovo.
Thus, in this case the issue must be solved from inside, through
the public dialogue. In my opinion the international community will
support this way of the solution of the issues.
- Can it be registered that double standards are functioning for
Kosovo and Caucasus?
- We find that the standards must be the same for all the countries.
But as you see the real policy in some way differs from the policy
of principles that is why it is necessary to move with "people's
diplomacy" path which, as to me, is more effective.
