The ruling by the International Court of Justice over the legality of
the declaration of Kosovo's independence is an additional opportunity
for Armenia to stress the fact that the independence of the Republic
of Nagorno Karabakh does not run counter the international law much in
the same way as to the SSSR laws, Head of the Armenian Revolutionary
Federation (Dashnaktsutyun, ARF-D) Bureau's Hay Dat and Political
Affairs Office Kiro Manoyan told a press conference today.
In his words the court does not confirm that it recognized only
Kosovo's independence.
"It says that the declaration of Kosovo's independence does not run
counter the international law. The court has simply stated the fact
that most of independence declarations have been unilateral and there
is no ban to make unilateral declarations," added Manoyan.
Further he said that this chance should not be missed, i.e. the
process of the recognition of Karabakh's independence should be given
an impetus, and the states should be persuaded that by recognizing
Karabakh's independence they do not run counter the international law.
"It is extremely important for us to use this chance and voice
that the declaration of NKR's independence is in line with SSSR and
international law. We should always remind international political
circles that Artsakh declared its independence when it was no
longer part of Azerbaijan. And that separation tool place because
the Soviet Azerbaijan had for decades implemented a biased policy
towards Karabakh," said Mr Manoyan.
