    "Elucidating the issues of the army has its delicate points and the
    generalizations are not appropriate," the expert of information policy
    Vahram Mirakyan told a press conference today.

    He does not share the approach "Either nothing, or only good things
    about the army."

    "You must criticize the army. If you don't, it will loose its
    vigilance. But the criticism must be a healthy one," he said.

    By healthy criticism he means speaking about the problems of the army
    without generalizations. In a number of publications the resignation of
    the Minister of Defense was demanded concerning the recent developments
    in the army. According to him, the problem will not be solved by the
    minister's resignation.

    Vahram Mirakyan added that when elucidating about the army the official
    information must be used. However, he couldn't say why that official
    information often lacks.
