NA VICE SPEAKER MEETS THE DEPUTY DIRECTOR OF THE OFFICE ON CAUCASUS AFFAIRS OF THE DEPARTMENT OF STATE

On February 23 the Vice Speaker of the National Assembly Mr. Samvel
Nikoyan met the Deputy Director of the Office on Caucasus Affairs
and Regional Conflicts of the Department of State Mr. John Espinoza.
At the guest's request Mr. Nikoyan introduced the priorities of the
National Assembly in the spheres of internal and foreign policy, the
situation of the involvement of the political forces, the coordinated
work of the legislative and executive bodies, conditioned by the
generalized political program of the power wings. Mr. Nikoyan also
touched upon the provision of the mechanisms of checks and balances
of the power wings.
In the course of the meeting issues regarding the process of the
ratification of the protocols directed at the settlement of the
Armenian-Turkish relations. Mr. Nikoyan said that the protocols had
already been in the National Assembly and at the phase of elaboration
of the procedure of the debate of the issue in the sub-committee of
the NA Standing Committee on Foreign Relations.
According to Mr. Nikoyan's assessment, the non-destructive policy
of Turkey unduly canceling the settlement of the Armenian-Turkish
relations and connecting with Karabakh problem, does not stem from
the letter and spirit of the protocols, which causes an atmosphere
of distrust both among the Armenian political forces and ordinary
citizens. It can have a negative impact both on the Armenian-Turkish
relations and settlement of the Karabakh problem.
The NA Vice Speaker ensured that as the RA President stated, Armenia
consecutively had devoted itself to the process of the settlement
of bilateral relations, and in case of the protocols being ratified
without preconditions by Turkey the failure of ratification by the
Armenian Parliament was ruled out.
During the meeting both sides also touched upon the bill proposing
addenda to RA law On RA International Treaties being debated in the
National Assembly.
Both sides also discussed the issues of the processes of the settlement
of the Nagorno Karabakh conflict and regional problems.
