RA PARLIAMENT PASSED BILL "ON AMENDMENTS AND ALTERATIONS TO 'INTERNATIONAL TREATIES' LAW

RA Parliament passed a bill "On amendments and alterations to the
Law on International Treaties" by 80 votes, with 5 against and 2
abstained in the first reading.
Heritage Party voted to down the bill, whereas ARF Dashnaktsutyun
voted for adoption though criticized it before.
At Edward Nalbandian's suggestion, it was decided to discuss the
document in the second reading within 24 hours. ARFD proposed to
amend a provision on making reservations to international treaties. In
addition, the party suggested capacitating both executive power and
Parliament to terminate and suspend international agreements.
Chairman of the Standing Committee on Foreign Relations Armen Rustamyan
stated that presently Armenia is engaged in a critical process,
referring to Armenia-Turkey reconciliation. According to him, it has
never been involved in something similar since gaining independence.
Rustamyan considers that passing of the law is a crucial step aimed at
protection of national interests in Armenia-Turkey rapprochement. He
also noted that all this is insufficient and it is necessary to
supplement and improve the document.
The bill stipulates introduction of the institution dealing with
termination and suspension of signed or ratified international
agreements in Armenia until the process is complete.
