HRAYR KARAPETIAN: THERE ARE STILL PEOPLE DISGRACING RANK OF OFFICER IN ARMENIAN ARMY

YEREVAN, JANUARY 26, NOYAN TAPAN. The RA National Assembly Standing
Committee on Defence, National Security and Internal Affairs
receives complaints from citizens on conscripts' health, as well
as non-regulations relations between conscripts. Committee Chairman,
member of the RA NA ARFD faction Hrayr Karapetian reported at a January
26 press conference. He mentioned that in 2009 NA made legislative
amendments, according to which persons having an irreparable health
problem are not obliged to undergo medical examination every year.
As to non-regulations relations, according to H. Karapetian, in
order to liquidate them we should first of all raise the professional
level of officers. In his words, a teaching booklet for officers has
been published lately, which they "should constantly keep in their
pockets." "Unfortunately, there are still people who disgrace the
rank of the officer, there are also corruptionists," H. Karapetian
said adding that nevertheless, according to the data of USAID, army
is one of the least corrupted spheres in Armenia.
Speaking about national security the head of the parliamentary
committee stated that in general, domestic instability undermines
state's foundations. Therefore, according to him, ARFD being opposition
neither in the past, when its activity was prohibited, nor today is
going to take measures destabilizing the country.
Commenting upon the tripartite meeting of the Presidents of Armenia,
Azerbaijan and Russia held the day before in Sochi, H. Karapetian
classed it as common and not differing from the previous ones. He
mentioned that he is not aware of the issues discussed at the meeting
but he hopes that the RA authorities will not sign secret documents as
"they have already learnt lessons from the Armenian-Turkish process."
