    VARDAN OSKANYAN: HAVING OBTAINED MINIMUM DIVIDENDS FROM ITS TALKS WITH ARMENIA, TURKEY IS NOW SEEKING MAXIMUM PROFIT

    ArmInfo. Turkey has already obtained minimum dividends from its
    talks with Armenia: the content of the protocols and the whole
    negotiating process are profitable for the Turks. And now Ankara is
    trying to get maximum profit, particularly, by setting preconditions
    on Nagorno-Karabakh, Ex Foreign Minister of Armenia Vardan Oskanyan
    says in an interview to 168 Zham newspaper.

    Oskanyan is seriously concerned for Turkey's efforts to get actively
    involved in the Nagorno-Karabakh peace process. He says that the
    Armenian-Turkish talks have complicated the settlement process. In
    this situation, the Armenian side must try hard to separate the two
    processes and to protect its rights.

    Oskanyan says that there is yet no official confirmation of the reports
    saying that the agreement on the preamble to the Madrid document
    reached in Sochi stipulates direct involvement of Nagorno-Karabakh
    Republic in the peace talks. But, whatever the preamble says, the
    fact that the Nagorno-Karabakh conflict cannot be resolved without
    NKR's direct participation in the peace talks should be an axiom for
    the Armenian side.

    Regarding Russia's active efforts on the matter, Oskanyan says
    that Russia is eager to resolve the conflict as this would help
    it to achieve its strategic goals in relations with Armenia and
    geo-political and energy goals in relations with Azerbaijan. So, it
    would be short-sighted on Armenia's part to hope that it will enjoy
    Russia's support in any outcome.
