ARMENIAN-TURKISH RAPPROCHEMENT PROCESS RUNS WITHIN THE FRAMES OF 'CHESS' BUT NOT 'FOOTBALL' DIPLOMACY

ArmInfo. Armenian-Turkish rapprochement process was running within
the "chess" but not "football" diplomacy, political expert, Doctor
of Philosophical Sciences, professor of Yerevan State University
Alexander Manasyan told journalists today.
"Within the frames of this diplomacy, Armenia made a knight's move
which may take back again, since currently Turkey is not ready to
make the relevant counter steps. But Armenia did not found itself
in a loss, at least because the problem of the Armenian Genocide was
discussed during this period in the whole world. Even if at present
nothing remains from the Armenian-Turkish relations, Armenia has an
arsenal of discussions on the issue of recognition of the Armenian
Genocide in all over the world, including Europe", he said.
On April 22, President of Armenia Serzh Sargsyan signed a decree on
suspension of the Protocol ratification process. However, Armenia
retains its signature under the Protocols. On January 12, 2010 the
Constitutional Court of Armenia recognized the commitments in the
Armenian-Turkish Protocols in compliance with the Constitution of
Armenia. The CC resumed that the commitments in the Protocols are of
mutual interstate interest and cannot apply to third countries. The
CC highlighted that the prior provision in the Protocols is opening
of the actual Armenian-Turkish border and all the other commitments
will obtain legal force only after the border is open.
