ACNIS DIRECTOR: AZERBAIJANI DEFENSE MINISTRY CENTER OF INSTITUTIONAL CORRUPTION

ArmInfo. The Azerbaijani Defense Ministry has turned into a center of
institutional corruption as a counter to the institutional reforms
in the defense sphere carried out by the Armenian Defense Ministry,
said Director of the Armenian Center for National and International
Studies (ACNIS) Richard Giragosian during a Roundtable "An Assessment
of the Regional Balance of Power" on Wednesday.
"It is corruption that hinders real reforms in the Azerbaijan army
despite billions wasted on military spending. Armenia has already
understood that quality and not quantity is the power of army. Armenia
and Nagorny Karabakh are preparing for the wars of the 21st century,
whereas Azerbaijan is still in the 19th century. It is preparing
for the wars of the past and not future, and Azerbaijani Defense
Minister Safar Abilyev's experience is based on blockbusters,"
