The Nagorno-Karabakh Republic (NKR) is the principal party to the
Nagorno-Karabakh conflict, and it is up to the republic to determine
"the most and the least" for itself, Karen Bekaryan, Chairman of the
European Integration NGO, told journalists, responding to a question
concerning the most substantial concessions for the country. No one can
feel all the gravity of the problem as an NKR citizen does, he said.
"Our common task is to guarantee Nagorno-Karabakh's security and that
no one may blackmail it," Bekaryan said. As to when Nagorno-Karabakh
can become a negotiator, he said: "Let us reach the level when healthy
perception brings Nagorno-Karabakh back to the negotiating table.
Armenia should contribute to it as much as it can, and I think it
does so."
