SERZH SARGSYAN SPEAKS ON ARMENIAN ISSUES AT ADENAUER FOUNDATION

Yerevan (Yerkir) - I am sorry to say the interstate borders of more
than 3,000 kilometers long in the South Caucasus divide rather than
unite us, Armenian President Serzh Sargsyan stated in his speech at
the Konrad Adenauer Foundation.
According to him, there are few places in the world, where the
inhabitants have such historical problems and experience such pain,
and even hostility towards each other. The example cited by Konrad
Adenauer is noteworthy here, who once saw the future of Europe and
future of Germany in this Europe. "Is such future possible for our
region? Definitely, it is possible. It is possible to move forward
only if we realize our goal, jointly set it and show firm will,"
Sargsyan said.
Sargsyan stressed the end of the Cold War led to stability and peace
in different parts of the world. However, in some regions, including
the South Caucasus, it resulted in violent conflicts.
"State-building in the new independent countries was accompanied
by wars, revolutions, severe economic crises, societies became
militarized, intolerant enemies hating each other. Two decades passed.
Did we learn an appropriate lesson from the past? According to my
observations, the answer is a negative one," Sargsyan stressed.
Non-clear dispositions and responses coming from the international
community over separate incidents within Nagorno-Karabakh conflict
impede to the settlement process, Armenian President Serzh Sargsyan
said during the discussion at the Academy of the Konrad Adenauer
Foundation, Panorama.am reporter informs from Berlin.
One of the participants of the discussion inquired from the President
about his attitude to the Azerbaijani recent sabotage in the contact
line and asked what role Germany could have and how it could back
Karabakh settlement.
President responded: "Of course, we are very much interested in
developing Armenian-German ties and this is another reason why I am
in Berlin. We are doing this taking into account Germany's balanced
policy in the region and its gradually growing interest in our region.
Germany is OSCE Minsk Group member and can really contribute to the
settlement of the issue with its impartial disposition."
Then, speaking about the efficiency of the Karabakh settlement process,
Serzh Sargsyan said:
"The non-clear disposition of many institutions, including the
European ones, their fear that if they try to blame someone for certain
incidents, thus, they will fail the negotiating process, impedes to the
advancement of the issue. I want to link it with your first question:
the whole world is aware that Azerbaijan has conducted the assault
and what? The Minsk Group Co-Chairs, the EU Special Representative
for the South Caucasus give general estimations and call on the sides
to refrain from the provocations. Who are the sides?
Let me ask, who is particularly to blame for the incident?"
"We signed a trilateral cease-fire agreement in 1994 between
Azerbaijan, Nagorno-Karabakh and Armenia. We did this upon
Azerbaijan\'s offer, and at Russia's mediation. That is to say, we
have obligation on non-violation of cease fire, but actually it is
violated. The incident, which occurred only hours after I met with
Azerbaijan's President, at mediation of Russian President, was just
unacceptable. It was a challenge to the Minsk Group, Russia and us,
of course," Serzh Sargsyan said.
