In Yerevan, on March 2, a meeting between the Armenian foreign
minister and the head of the delegation of the European Union, the
Spanish foreign minister Miguel Angel Moratinos took place which
was followed by a press conference in the course of which Edward
Nalbandyan answered questions out of the Armenian-EU framework.
In particular, he told about Sumgait events. He in particular said
sorry for the fact that right after the Azerbaijani independence, the
perpetrators were set free and honored. He said that Armenia will keep
making efforts for the criminals to bear responsibility. Nalbandyan
said hopeful that time will come when the real organizers of the
Khojalu crimes will be revealed and punished.
As to the resolution on the genocide to be discussed by the U.S.
Congress and the Turkish threat in this connection that the adoption
of the resolution can harm the Armenian and Turkish process,
Nalbandyan said that the statements heard in the Turkish side harm
the Armenian and Turkish process. The language of preconditions
harms the process. He extended hope that the Turkish side will get
rid of artificial complexes and "we will be able to move forward in
accordance with the previous arrangements", said Nalbandyan.
The RA Foreign Minister also dwelt on Ilham Aliyev's statement that
"in the international experience of conflict settlements the force
factor is decisive". Nalbandyan answered that the factor of force
became the reason for the Karabakh conflict and the same force today
hinders its settlement. "I am sure such things are not taught at
MGIMO", says Nalbandyan.
Edward Nalbandyan said that up today the question of the withdrawal
of snipers and the strengthening of ceasefire which was brought
up in December 2008 in Helsinki is unsolved. Armenia and Karabakh
agreed while Azerbaijan did not. Azerbaijan is just issuing bellicose
statements. As to what the European Union can do, Nalbandyan said
that there have been concrete proposals to withdraw the snipers and
to strengthen the ceasefire regime and one of the parties refused it.
This is what European Union can do, says Nalbandyan.
By the way, Nalbandyan answered a question whether Armenia presented
any proposal in connection with the document presented to the sides
during the Sochi meeting. Nalbandyan said that during a working
process, the sides always present working proposals. This process will
continue until the sides agree on all the disputable issues. There
is nothing weird here, says Nalbandyan.
