RECOGNITION OF NKR'S DE FACTO INDEPENDENCE IS THE SHORTEST WAY TO SOLVE THE ISSUE

There have been no considerable changes in the process of negotiations
on the Karabakh conflict settlement, and anticipating radical
developments would not be correct, Chairman of the Foreign Relations
Committee of the NKR National Assembly Vahram Atanesyan told a press
conference today.
The talks have now been stalled, since Azerbaijan is consistently
trying to distort the essence of the issue. According to Vahram
Atanesyan, Azerbaijan has its own methodology of interpreting
the statement of the Presidents of the OSCE Minsk Group co-chair
countries and the Statement of the OSCE Ministerial. The question
particularly refers to Azerbaijan's interpretation of the right of
peoples to self-determination.
"In Nagorno Karabakh the right to self-determination is conceived
as international recognition of that right, i.e. the recognition of
the current de facto independence," Vahram Atanesyan said. According
to him, this is the shortest way to solve the issue. Besides, the
resolution of the issue is impossible and unrealistic without the
participation of Nagorno Karabakh.
Overall there have been no dangerous developments in the process,
and the negotiations are generally acceptable. "Nevertheless,
the negotiation format is distorted and it should be restored,"
the Chairman of the Foreign Relations Committee of the NKR National
Assembly concluded.
