ArmInfo. "I did not see the updated Madrid document, however, being
a man able to read between the lines, I feel what happens, and I am
actually very much concerned over the current situation", ex-Foreign
Minister of Armenia, founder of Civilitas Foundation Vartan Oskanian
said during presentation of the report on a topic "Armenia - 2009:
Promises and Reality" in the NKR, ArmInfo special correspondent in
Stepanakert reports.
He also said there was no document on the negotiating table even
during the last 15 years, to which Azerbaijan would say "yes" and we
would say "no".
"It was just vice versa in all the previous cases, stating from the
idea of a "common state" to the first version of the Madrid document.
If Azerbaijan actually says "yes" to the present document, and the
Armenian party says "no", I think it should make us to think over
what happened to the document under discussion? Is it the influence
of the Armenian-Turkish process or certain deficiencies exist in
the negotiation process?", V. Oskanian said. He emphasized that he
permanently stood for the "issue of recognition of the NKR independence
to be in the arsenal of our diplomacy. "We must always say about it",
