BILL CALLS FOR FACILITATING OF DUAL PURPOSE GOODS EXPORT

YEREVAN, March 16, /ARKA/. Armenian parliament has passed today in
the first reading a bill on control of export of dual purpose goods,
their transit across Armenian territory, as well as transfer of
information and results of dual purpose intellectual activity.
The bill is designed to facilitate the procedure of export of dual
purpose goods from Armenia, a deputy economy minister Garnik Badalian
said. He added that the bill defines all procedures in compliance
with European standards and criteria.
In his words the bill provides for new procedure of licensing and
issuance of permission for export of dual purpose goods. The current
commission vested with this powers will be replaced by a special body
in charGe of coordinating all related issues.
Under the current legislation, licensing and special permissions are
required for export of goods of dual purpose. According to the deputy
minister, the bill suggests that all these procedures be facilitated
and simplified. This will allow to get one license for export of
series-produced dual purpose goods.
The bill also cuts the term for issuing permission from current
45 to 20 days. All procedures will be in electronic format, giving
businessmen an opportunity to get licenses from their offices.
Dual-purpose goods are equipment, materials, raw materials,
technologies, or scientific and technical information which are used
for civilian purposes, but which can be used for the manufacture of
armaments, military hardware, and munitions, including weapons of
mass destruction and related delivery vehicles.
