SHAVARSH KOCHARYAN SAYS AZERBAIJAN RECOGNIZED NKR'S INDEPENDENCE IN 1994

Ilham Aliyev's statements are evidence to the fact that Azerbaijan
isn't ready to settle a constructive dialogue towards the peaceful
resolution of the conflict, Armenia vice FM Shavarsh Kocharyan declared
today commenting on Azerbaijani President's statements.
It's worth reminding that yesterday Azerbaijan's Aliyev announced that
they've given their agreement to updated version of Madrid principles
and stated that the basic round of negotiations over NK conflict are
over and that Azerbaijan managed not to yield his positions.
Commenting on that statement, Shavarsh Kocharyan said: "Mister Aliyev
makes a monologue about an unreal dialogue. According to his monologue
Azerbaijan has already finished the negotiations held within itself
and what they've gained fix Azerbaijan's interests. We're sure they
are unable to make agreements with themselves also. After getting
his heritage of local power, Aliyev authorized him talking on behalf
of time, international law, intermediates and Armenian and Artsakh
people."
Regarding Aliyev's statement that Nagorno-Karabakh's status beyond
Azerbaijan is unacceptable, Mister Kocharyan said: "Baku pretends
that they don't understand absence of an alternative way for
Nagorno-Karabakh independence. The Republic of Nagorno-Karabakh
is a state corresponding to international norms which was able to
persist Azerbaijan's policy of ethnic expel and aggression. Azerbaijan
recognized NKR independence in 1994 when they signed ceasefire with
that state."
Concluding his speech, Shavarsh Kocharyan underscored: "President
Aliyev's statement is evidence to the fact that they are not ready
to constructive dialogue."
The Nagorno-Karabakh (armed) conflict broke out back in 1991, when,
subsequent to the demand for self-determination of the Nagorno-Karabakh
people, Azerbaijani authorities attempted to resolve the issue
through ethnic cleansings, carried out by Soviet security forces
(KGB special units) under the pretext of the implementation of the
passport regime and by launching of large-scale military operations,
which left thousands dead and caused considerable material damage. A
cease-fire agreement was established in 1994. Negotiations on the
settlement of the conflict are being conducted under the mediation
of the OSCE Minsk Group Co-Chairmen (Russia, USA, France) and on the
basis of their Madrid proposals, presented in November, 2007.
Azerbaijan has not yet implemented the 4 resolutions of the UN
Security Council adopted in 1993, by continuing to provoke arms race
in the region and openly violating on of the basic principles of the
international law non-use of force or threat of force.
