    COUNTRY DIRECTOR'S MESSAGE

    UNDERLYING CAUSES OF POVERTY IN GEORGIA/SITUATIONAL ANALYSIS AND CARE'S
    RESPONSE



    SHIDA KARTLI

    This region, most severely affected by the 2008 war, is now home to 9,800
    IDPs. Both the newly displaced people from South Ossetia and the 100,000
    returnees following short-term displacement are in need of assistance to
    recover their livelihoods. CARE has provided extensive humanitarian support
    from the fi rst days of the war and in 2009 started working on income
    generation and IDP integration with over 5780 beneficiary households.



    RACHA-LECHKHUMI AND KVEMO SVANETI

    With a harsh climate and limited arable land, this is the most sparsely
    populated and poorest region in Georgia. CARE fi ghts poverty by using the
    innovative Markets-for-

    the-Poor approach in Racha, and developing capacities of community-based
    organisations to provide services and advocate for the poor in Lechkhumi and
    Kvemo Svaneti.



    KVEMO KARTLI

    Since 2003 CARE has worked in this ethnically diverse border region of
    Georgia, which is home to a large number of ethnic Azeris, to improve
    farming practices, support

    start-up small businesses and rehabilitate rural infrastructure. Value
    chains are developed by setting up joint ventures in partnership with
    private companies and support to rural associations.



    SAMTSKHE-JAVAKHETI

    A region with signifi cant ethnic Armenian population bordering Armenia and
    Turkey, Samtskhe-Javakheti has been in the focus of CARE's work since 1997.
    Ongoing

    projects aim at the development of value chains through the establishment of
    small and medium enterprises in partnership with private companies and
    support to

    farmers and rural associations.



    REGIONAL PROJECTS

    Responding to common needs and challenges, CARE works at a cross-border and
    regional level to support the development of civil society and the reduction
    of poverty. In partnership with local organizations, CARE strives to
    increase the role of women in peacebuilding and support dialogue across
    existing division lines in the South Caucasus.
