PROCEDURE OF LOCAL TRAFFIC EXCHANGE BETWEEN INTERNET-PROVIDERS SHOULD NOT AFFECT COMMUNICATION TARIFFS

ArmInfo. Local traffic exchange between Internet-providers should not
affect communication tariffs for subscribers, director of judicial
service of ArmenTel David Sandukhchayn told ArmInfo correspondent. He
also added that the decision of Public Services Regulatory Commission,
which regulates relations between the operators, has already formalized
the practice of the net connections, but formalization of this practice
will make it possible to prevent conflicting situations.
Regulation of relations between the operators on local traffic
exchange fixes the legal grounds not only for connection of separate
operators but also for creation of traffic exchange centres. 'The
organizational and technical decisions may be different - there may be
one or several centres. But the legal basis for such centres activity
has been already created according to the above-mentioned decision of
Public Services Regulatory Commission. In particular, if the traffic
exchange centre is free of charge, it will have problems including
in the tax reports, without the above-mentioned decision. For this
reason, it is fixed in the decision that traffic exchange should be
free of change. This decision was adopted first of all for the user,
since fee for the local peer-to-peer would affect the price of the
Internet services for the final user. Anyway, it does not require any
big technical expenses from the operator, but the traffic tariff for
subscribers will reduce much', - Sandukhchyan said.
