    Armenia has never been in a more unstable state than now because there
    is no system for it to be stable," announce today former presidential
    adviser on national security and Minister of Internal Affairs Ashot
    Manucharyan.

    He doesn't agree with the formulation that Armenia is leading an
    innovative foreign policy. "We are in the role of a responder. Other
    countries are involved in foreign policies. We simply either record
    their decisions or don't respond." According to him, the reason for
    that are the distorted notions and philosophy as a result of which
    one person can make decisions.

    "In 1988, the entire nation was involved in foreign policy and it
    was a serious potential," says Ashot Manucharyan, adding that even
    a tomato seller was distributing flyers after work. Armenia had
    serious achievements and supporters at the time. Manucharyan also
    tried to present the reason for pushing Karabakh out of the process
    of negotiations.

    "If the negotiating side is interested in solving issues of state
    and national concern, it prefers to have many components in the
    process of negotiations because that increases the flexibility of
    the system. In addition, that configures the conflict in a way that
    makes it correspond to reality and gives the opportunity to lead more
    effective policies."

    Ashot Manucharyan took note that foreign policy is the continuation of
    domestic policy and since money is the prevailing value in domestic
    policy and there is nothing that unites people than income, it is
    reflected adequately in foreign policy as well.

    Ashot Manucharyan noted that unlike Azerbaijan, Armenia has made a
    serious mistake by not including the factor of refugees as a component
    of the peace process.

    One of the journalists asked Manucharyan if he wished to ask
    forgiveness for blaming the authorities for turning Meghri into a
    topic for negotiations in 2000. Ashot Manucharyan reiterated that
    there was a version of Meghri and if Armenia had a parliament that
    would discuss that issue, it would be clear who were Armenia's enemies
    and who had to apologize.

    As far as the possibility of war is concerned, Ashot Manucharyan told
    "A1+" that the restart of a war was theoretically possible, but not
    in essence. "There is no prerequisite for the restart of a war today,"
    said Manucharyan.

    Predators and the greedy

    Ashot Manucharyan considers appropriation of the Western model
    as the main issue facing the country, but if it is considered to
    be a consumer system in the West, in Armenia it has turned into
    the model of a predatory human. He classified Armenians into three
    groups-greedy forces, predatory forces and the ones fighting against
    them in this storm.

    Manucharyan believes that the youth movement, which he considers
    members of the group fighting against the greedy and predators,
    contributed to his return to politics. He hopes that the psychology of
    consumerism will not be idolized in the case of selecting a correct
    philosophy.
