WHAT IF BARGAVACH DOES NOT LEAVE

It seems to be evident that Serge Sargsyan fails to eliminate
the grounds proving his incapability of keeping under control
the governmental system. Recently, the disagreements between the
subjects of this system have become public very often, which gives
way to rumors about uncontrolled situation, instability, distrust
and unpredictability in the system.
The latest brilliant example is the interview of one of the
major enterprisers Barsegh Beglaryan and the response of BHK to
it. Barsegh Beglaryan announced that the Bargavach Hayastan party was
a governmental project fulfilled during Robert Kocharyan's tenure. BHK
answered to Beglaryan that he himself is a project. They are supposed
to mean a project of Serge Sargsyan because the friendship of Barsegh
Beglaryan and Serge Sargsyan is well-known.
It is a noteworthy circumstance that in this case not the BHK and RP
but the BHK and Serge Sargsyan are debating. Though Serge Sargsyan
is the leader of the Republican Party, in psychological sense,
this party has never been associated with him. Barsegh Beglaryan
is a close friend of Serge Sargsyan, moreover, Beglaryan is not an
unaware person not to be able to imagine the reaction his statement
in address of BHK would arouse. He would hardly try to make Serge
Sargsyan, who has a lot of problems, face additional problems being
constrained to explain or justify himself to BHK.
Consequently, the probability that Serge Sargsyan, with the help of
Barsegh Beglaryan tried to explain something to the BHK is big. More,
Bargavach Hayastan party has been being explained this thing for
already a long time starting from the Yerevan Mayor election when
the party arrived the second not getting the necessary amount of
votes to form a coalition with RP in the Elders' Council. Perhaps,
since this period, Serge Sargsyan has been attempting to explain
something to the BHK, for example that he wants to build his own
governmental system with his presidency where BHK does not fit. BHK
goes on refuting its being foreign to Serge Sargsyan's system.
The question occurs: what is the reason that Serge Sargsyan does not
get rid of the BHK coalition partnership himself. For this, he needs
to have a serious reason. While the most serious disagreement that
BHK had with the RP was Nerses Yeritsyan. It is comprehensible that
this is not a serious ground to break off the coalition with BHK.
Another question also occurs: why Serge Sargsyan needs to get rid
of BHK. Here another part of Barsegh Beglaryan's interview is worth
mentioning. He said that Serge Sargsyan needs to form his own team
as soon as possible. In other words, Barsegh Beglaryan seems to be
reminding Serge Sargsyan about his duties towards the party that
are to be fulfilled until its members are disappointed. The problem
is that the peculiarities of the Armenian governmental system create
such perceptions like if you do not suit the demands of your team and
do not fulfill your commitments, hence you are not a vital political
figure, consequently, no one will be afraid of you and will respect
you. So, Barsegh Beglaryan seems to be hinting that accomplishing his
commitments is necessary for not only the team, but for Serge Sargsyan
himself to become influential and legitimate for the whole pyramid.
To form a personal team for Serge Sargsyan means to get rid of Robert
Kocharyan's team. Maybe, this is the reason why Bargavach Hayastan
is reminded about its being a Kocharyan project. Perhaps, this is the
reason why Serge Sargsyan was stating that Robert Kocharyan had never
left politics. Probably, he was telling Robert Kocharyan to come to
politics to care for his team.
Perhaps, in a competition with Robert Kocharyan, Serge Sargsyan would
be the winner due to a number of circumstances. Otherwise, when Robert
Kocharyan formally is absent from politics, but he keeps influencing
it through different circles it will be difficult for Serge Sargsyan,
being the only formal responsible person, to fight against those
"partisan" actions.
Perhaps, this is the reason why after the Yerevan Elders' Council
election, Serge Sargsyan has been sending regular messages to Bargavach
Hayastan and Robert Kocharyan. The problem is what Serge Sargsyan
can do if Bargavach Hayastan does not leave at all, and if Robert
Kocharyan does not return to the formal political field.
