ARTSAKH PRESIDENT'S SPEECH TO BOARD OF TRUSTEES OF HAAF

The Artsakh President Bako Sahakian participated Friday in the session
of the Board of Trustees of the Hayastan All-Armenian Foundation,
where he delivered proposals.
"First of all I'd like to appreciate the activities by the Board
of Trustees of the Hayastan All-Armenian Foundation, which provides
opportunities to share views on the implemented projects, to learn the
ongoing activities and to discuss them. And your visits to Artsakh,
which are becoming traditional and come before the annual sessions,
show this," said Bako Sahakian in his speech.
"The Foundation's activities are strongly important for strengthening
and developing of Nagorno Karabakh, and for improving of the living
conditions and well-being of our nation.
Nagorno Karabakh have been meeting problems during the heavy war
years and today, and these problems can be solved only by efforts
of the whole Armenian nation. And among these problems, the number
one is the issue of restoring the water supply, which had been most
destroyed during the war.
The Artsakh government along with Armenia and the Armenian community,
Diaspora, has taken steps towards development of this sphere,
which plays an economical and political role. Teamwise we managed to
implement a range of programs, aimed at the improving of the WAS. And
thanks to the effective involvement of the Hayastan Foundation, dozens
of settlements were provided with drinking and irrigation water as well
as the WAS objects were restored in Stepanakert and regional centers.
However, much remains to be done. More than 200 villages out of 323
in Artsakh meet very heavy problems, related to the drinking water,
that demand on the immediate resolution.
There are serious problems in Stepanakert and the regional centers
where nearly half of the population of Artsakh lives. And this problem
demands on resource-consuming programs. It's necessary 6,5 billion
drams to restore the existing and to establish the new WAS only in
the capital.
It's obvious we can give a solution to the issue of the water supply
only by joint efforts.
Taking into consideration the importance of this strategic program
I put forward a proposal to include the issue of the WAS, which
is the issue of the vital importance to Artsakh, on the agenda of
the Telethon 2010. This will make it possible to implement certain
programs on the WAS in 2011."
